Transportation Project Applications and Priorities for Fiscal Year 2023/2024


Each year the HRTPO is responsible for developing a list of Priority Transportation Projects and submitting the list to the Florida Department of Transportation (FDOT) for consideration during development of the Five Year Work Program for DeSoto, Glades, Hardee, Hendry, Highlands, and Okeechobee Counties. Member governments of the HRTPO are requested to submit Transportation Project Applications and Priorities for Fiscal Year 2023/2024 to the HRTPO for transmittal to the Florida Department of Transportation (FDOT) for consideration of programming and funding by FDOT using the following timeline.

Project Applications & Priorities Workshop
December 6, 2017, 10 AM-Noon
Location: Hardee County Agri Civic Center, 515 Civic Center Drive, Wauchula, FL 33873
This workshop is to provide information on the available project categories and funding, application process, and priority setting schedule for fiscal year 2023/2024.
Submit Project Applications the HRTPO by January 29, 2018
All project applications (including CIGP, SCOP, and SCRAP) are to be submitted to the HRTPO by January 29.For each project, please submit:

Packets may be submitted to the Heartland Regional Transportation Planning Organization by email to OR submitted using the HRTPO FTP.

Next Steps:

  • HRTPO staff will provide a sufficiency review of project application packages received and transmit application packages to FDOT
  • FDOT will conduct site reviews, obtain estimates, etc. on top priority projects and provide feedback
  • Each county should submit prioritized list of SCOP and SCRAP projects to the HRTPO by March 16, 2018
  • HRTPO Board and committees will evaluate projects based on adopted ranking criteria and adopt priority projects list

The HRTPO is expected to submit an adopted/approved prioritized list to FDOT for the following program categories: Highway Capacity; Transit (Priorities submitted by transit agencies); Congestion Management (CM); Transportation Alternatives (TA); Transportation Regional Incentive Program (TRIP).

By July 1, 2018
A final adopted/approved list of priority projects must be transmitted to FDOT by July 1, 2018, at which time further consideration for programming and funding will be evaluated as the Tentative Five-Year Work Program is developed over the summer/fall time frame.

Please note: Although all project applications and priority list are to be submitted to the HRTPO for transmittal to FDOT, the HRTPO will not provide ranking criteria or prioritize CIGP, SCOP and SCRAP projects. Priorities for these applications submitted are requested from each Board of County Commissioners by March 16, 2018.
