Q & A – Request for Qualifications: Congestion Management Process

  1. Is a cover letter allowed, and if so does it count against the listed page limits?
    A cover letter is allowed and it does not count against the listed page limits.
  2. On page 2 of the RFQ, the Ranking Criteria (bullet 2) includes “Consultant team’s demonstrated understanding of the tasks as outlined in the Scope of Services”. However, it is not clear where the understanding of the scope should be articulated based on the listing of items required in the Qualifications Package. Please advise where this should be addressed within our response.
    A demonstrated understanding of the tasks outlined in the Scope of Services should be illustrated through the examples listed of recent relevant experience.
  3. On page 2 of the RFQ, the Ranking Criteria (bullet 5) includes “Proposed costs and expenses including proposed staffing plan, man hours and staffing costs”. However, this is not listed in the items to be included in the Qualifications Package at the bottom of page 2, as the requirements ask for “Proposed Staffing Plan to meet Project Schedule” (#7). Please provide clarification whether proposed cost and expense information is desired for the submission and/or if there will be changes to the Ranking Criteria.
    What is desired for the submission for this criterion is a reflection of the following:
    An understanding of the tasks outlined; an illustration of the staffing plan to address the tasks outlined; a man hour estimate of that staffing plan; and an understanding of the project budget as detailed in Task #7 of the HRTPO’s Adopted Unified Planning Work Program for FY16-17.
  4. Would it be acceptable to include front and back covers with the proposal?
    Front and back covers are acceptable and do not count against the listed page limits.
  5. Would it be acceptable to include a one-page cover letter with the proposal?
    A cover letter is allowed and it does not count against the listed page limits.
  6. For item 9 on page 2 of the SOQ, it states “Statement of ability to provide State of Florida’s “Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion.” Are you looking for a statement that a firm can comply or should we sign and include the Debarment form that is included with the SOQ?
    You may either submit a statement that a firm can comply, or you may sign and include the
    Certification form.
