Proposed Amendment to the Transportation Improvement Program (TIP)

The Heartland Regional Transportation Planning Organization (HRTPO) announces the start of a seven-day public comment and review period for proposed amendment to the FY 2022/23 through FY 2026/27 Transportation Improvement Program (TIP).  The TIP is a list of funded transportation projects covering a period of five years. Adopted each year in June, the TIP is updated by amendment throughout the year to ensure authorization of federal funds.

The proposed amendment includes:

  • Roll-Forward Report for the FY 2022/23 to 2026/27 TIP: Each year, there are projects scheduled to be authorized before June 30 (when the previous TIP is in effect), but for various reasons, they do not get authorized. These projects will automatically roll forward in FDOT’s Work Program but need to be accounted for in the TIP. This amendment is being done to account for the roll-forward projects within the TIP.
  • FDOT Proposed September Amendments:
    • Hendry County | Rail Safety Project
    • Highlands County | Additional Funds for resurfacing project (446207-1); PD&E funds for SR 70 from Lonesome Island Rd to CR 721; Rail Safety Projects

The comment period for the TIP proposed amendment begins on September 13, 2022, and comments will be accepted through September 20, 2022. The proposed TIP amendment will be presented for adoption to the HRTPO Board at their meeting on September 21, 2022. An opportunity for public comment will be available at the meeting before Board action is taken.

Draft Transportation Improvement Program for Fiscal Years 2022/23 – 2026/27
Comment Period: May 9 to June 8, 2022

The Heartland Regional Transportation Planning Organization (HRTPO) is seeking comments from the public on the draft Transportation Improvement Program from May 9 – June 8, 2022. After the comment period closes and all input has been considered, the draft TIP will be presented for final adoption to the HRTPO Board on June 15, 2022, after seven (7) days public notice.

The Transportation Improvement Program (TIP) outlines the roadways, bridges, transit, aviation, rail, trail/bicycle/pedestrian facilities, and landscaping projects that are scheduled and funded for the next five years in DeSoto, Glades, Hendry, Hardee, Highlands, and Okeechobee counties.

The comment period for the TIP proposed amendment begins on March 2, 2022, and comments will be accepted through March 8, 2022. The proposed TIP amendment will be presented for adoption to the HRTPO Board at their meeting on March 16, 2022. An opportunity for public comment will be available at the meeting before Board action is taken.

Public Comment Period Open:  Draft Unified Planning Work Program (UPWP) for HRTPO

The Heartland Regional Transportation Planning Organization (HRTPO) is seeking comments from the public on the Draft Unified Planning Work Program (UPWP) for Fiscal Years 2022/23 – 2023/24. The UPWP describes the transportation planning projects to be performed within the HRTPO area and includes the following components:

  • Summarizes planning tasks to be completed by the HRTPO
  • Defines work products and timeline for major activities
  • Proposes budget using federal and other funds for planning
  • Estimates cost for each task

The UPWP identifies the work tasks for two budget years, from July 1, 2022, through June 30, 2024.  Development of the UPWP is required to detail the tasks that will be undertaken by the HRTPO, its staff, and committees. The draft UPWP must be reviewed by the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), and the Florida Department of Transportation (FDOT), and approved by June 30.  The adopted UPWP forms the basis for federal and state transportation planning funds to be granted through agreements or grants to the HRTPO.

The comment period for the Draft UPWP begins on February 14, 2024, and comments will be accepted through March 15, 2022. After the comment period closes and all input has been considered, the Draft UPWP will be presented for final adoption to the HRTPO Board on March 16, 2022.
